You still file through their own portal or form. Every page of the export carries that in writing:

No. It is a preparation aid — a formatted PDF of the works performed plus the promoter contact. You report through SOCAN yourself.
Yes. The PDF language is chosen per report, independently of the language you use the app in — so an anglophone tour manager can still hand in a French document.
Then the same library and the same setlists feed the SOCAN module and the European ones. You build the list once per show, not once per society.
