Does this submit the report to PRS?

No. It is a preparation aid — a formatted PDF of the works and the details PRS asks for. You report through PRS for Music yourself.

Why does headliner status matter?

It is one of the details PRS asks about a live performance, so the tool captures it rather than leaving you to remember it later. How it is used is PRS's business.

I play the same venues often.

Then the postcode and member number stop being work after the first time. The per-gig effort is the setlist, which you were building anyway.
